Did you know the PA statewide online search system limits release of information? According to the Pennsylvania Access To Criminal Histories (PATCH) system's terms and conditions there are only three criteria for reporting. PATCH does not report all court record information and reporting time takes up to 5 weeks. Recently, a CHR client awaiting a PATCH report on an applicant requested that we run an in-court search. It turned out the applicant had been charged with sexual offenses involving students at the school where he worked. The PATCH report eventually came back clear because the applicant had not been convicted, but our report detailed the charges and disposition. In-court research found the case details; PATCH reported "no record." CHR offers in-court research in PA, NJ, DE, Washington, DC, and now MA. While the seemingly constant reduction of prices and profit margins appears to be beneficial for consumers, deflationary pressures can hurt the economy in the long run. Eventually, the slash and burn approach to pricing can lead to decreasing wages and benefits or overall loss of employment, thereby rendering the cost savings insignificant. On the other hand, true innovation has the ability to lower costs and increase growth and productivity. To achieve true innovation businesses need to find the best workers available; pre-employment screening remains the most effective way to identify top hires.
